The Center, which is centrally located in Beijing was established in 1999 by Mr. Gao and his friends to meet the needs of blind persons who are experiencing unemployment. Since economic reforms were initiated in China in 1990, many of the blind have lost their jobs.

The Center is small and is not government supported but will grow through local support and help from outside China. Plans for growth include opening new Centers and offering more services to the blind.
